Pakistan’s Champions Trophy Proposal: Key Details and the ‘Supplementary Charge’ Clause
PCB Seeks ICC's Role in Ensuring Indian Team's Participation

The Pakistan Cricket Board (PCB) has entrusted the International Cricket Council (ICC) with the task of persuading the Board of Control for Cricket in India (BCCI) to send its team to Pakistan for the Champions Trophy, set to take place in early 2025. While the budget for the tournament has been approved, the schedule and format are still under discussion.
Proposed Schedule and Venue Details
The PCB has proposed that all of India’s matches, including a potential semi-final and final, be held in Lahore. This proposal is part of the PCB’s comprehensive draft schedule and format submitted to the ICC. The PCB has also provided written assurances regarding tax arrangements, venue selections, and government clearance for hosting the Indian team.
Historical Context and Ongoing Negotiations
The PCB’s bid to host the Champions Trophy dates back to 2021, with formal documentation completed in 2022 under former PCB Chairman Ramiz Raja. Current PCB chief Mohsin Naqvi has maintained cordial relations with BCCI officials, although no formal meetings have occurred.
ICC’s Hybrid Model Contingency
The ICC’s budget includes provisions for supplementary expenses to accommodate a ‘Hybrid Model,’ where matches involving the Indian team could be played outside Pakistan if necessary. This approach echoes the arrangements made for the 2023 ODI Asia Cup, where India played all its matches in Sri Lanka.
Key Fixture and Schedule
Under the draft schedule, India’s opening match against Pakistan is slated for March 1, 2025, with further details to be confirmed based on the ICC’s finalization of the tournament schedule.
